From 15 to 18 September, 2025, a series of meetings of the International Electrotechnical Commission (IEC) 85th Technical Committee: Electrical and Electromagnetic Measurement Equipment) was successfully held in New Delhi, India. The meetings included plenary meeting, IEC/TC85 Chairman’s Advisory Group meeting and meetings of working group 20. The event was organized by Harbin Electrical Instrument Research Institute Co., Ltd. of XJ Electric (Secretariat) and hosted by the Bureau of Indian Standards (BIS).
Ms. Han Guiju, Secretary of IEC/TC85 (from Harbin Electrical Instrument Research Institute Co., Ltd. of XJ Electric, China) and Mr. Jiri Stepanek, Chair of IEC/TC85 (from France), co-chaired the IEC/TC85 Plenary Meeting. Mr. Chen Wenxin, Deputy General Manager of Harbin Electrical Instrument Research Institute Co., Ltd. of XJ Electric (hereinafter referred to as “Harbin Electrical Instrument Research Institute”) attended the meeting as the Head of the Chinese Delegation and an IEC expert, along with more than 30 representatives from countries including Canada, the United States, France, Germany, Slovenia, Spain, the United Kingdom, and India. The meeting was held to discuss the development trends of international standardization in the field of electrical measurement and adopted a series of work resolutions to systematically formulate the work direction for future international standards. As the undertaking unit of the IEC/TC85 Secretariat, Harbin Electrical Instrument Research Institute has won high recognition from the IEC Central Office and experts from various countries for the quality and efficiency of its work.
During the meeting, each working group discussed the technical details of relevant international standard projects and outlined the next steps in the work plan. Chinese experts from Harbin Electrical Instrument Research Institute put forward valuable suggestions in the process of formulating and revising international standards such as IEC 62586 and IEC 61557, making important contributions to the smooth progress of the projects. In addition, as the national counterpart unit of IEC/TC85, Harbin Electrical Instrument Research Institute actively guided industry experts to participate substantively in the formulation of international standards. During this meeting, it assisted and supported the Marketing Service Center of State Grid Jiangsu Electric Power Co., Ltd. and China Electric Power Research Institute in delivering speeches on relevant technical topics, and discussed to propose new international standard project proposals to continuously strengthen its international influence and voice, and help China's power products and technologies go global.
The meetings were efficient and productive, successfully completing all agenda items and achieving the expected outcomes. As the Secretariat, Harbin Electrical Instrument Research Institute fully played its core role throughout the meetings. The experts of the company deeply participated in the drafting and discussion of international standards, transforming practical experience into international rules and further enhancing the international influence of XJ Electric.
